How do you define a "valid ballot? 9. is there a difference between a "valid ballot" and an "exhausted ballot" if so what percentage of ballots were "exhausted?" 10. If I cast a ballot that had Quan as my first pick, and 4 other people as my second pick, and 3 people as my third pick, does the RCV consider this a valid ballot? Considering the example just stated, would you say that voter marked the ballot properly?
