PublicSafetyCommittee | 2017-01-24 | *Public Safety Committee Meeting Minutes - FINAL January 24, 2017 NO VOTE 0 6 Subject: Police Commission Enabling Ordinance From: Councilmembers Kalb And Gallo Recommendation: Discussion For Feedback On A Draft Ordinance (1) Enabling Implementation Of The City Charter Amendment Creating The Oakland Police Commission And The Community Police Review Agency, (2) Establishing A Civilian Inspector General And Renaming The Current Office Of The Inspector General As The Office Of Audits And Compliance, And (3) Requiring An Annual Report And Presentation By The Community Policing Advisory Board To The Commission 16-0616 Attachments: View Report There were twenty seven speakers on this item. Councilmember Gallo made a motion, seconded by Councilmember Brooks to set a 30 day public comment period on the proposal for the Police Commission Enabling Ordinance, noting 1) the proposal be posted to the City's website; 2) there will be outreach to appropriate communities so they have opportunity to comment; 3) the authors will then provide a revised draft incorporating the comments made through the comment period, and 4) the authors will return to Rules to schedule the item to a future Public Safety Committee meeting. This motion passed by 4 Ayes. The Committee further established that the proponents will work with the City Administrator's office to make sure a draft is posted to the website, in the interim all comments should be sent to all members of the council, and the 30 day public comment period will commence at the posting of the proposal on the City's webpage. This was moved by Gallo, seconded by Brooks and passed 4 Ayes. A motion was made by Noel Gallo, seconded by Desley Brooks, that this matter be Continued to go before the *Public Safety Committee.
