Direction to City Administrator to Study and Provide Informational Reports and Options for: (1) Potential Application of this Chapter to Major Renovations; (2) Energy Efficient Commercial and Residential Appliances Appropriate for All-Electric Buildings; (3) Just Transition Employment Programs For Natural Gas Construction and Delivery System Workforces; (4) Possible Application of Skilled and Trained Workforce Standards As Part of the Implementation of this Chapter; (5) Potential Marketing Assistance Opportunities and Funding Incentives and Sources to Support Restaurants in Newly Constructed All-Electric Buildings with Their Transition to All-Electric Commercial Kitchens; and (6) Potential Marketing Assistance Opportunities and Funding Incentives and Sources Available to Applicable Affordable Housing Projects. The City Council directs City Administrator to study and provide informational report to the City Council on: (1) the potential application of this Chapter to buildings that undergo a Major Renovation, including developing a feasible definition for "Major Renovation" that is consistent with the California Building Code and the Oakland Municipal Code; (2) energy efficient commercial and residential appliances that are appropriate for All-Electric Buildings; (3) Just Transition employment retraining and transfer programs for natural gas construction and delivery workforces; (4) possible application of skilled and trained workforce standards as part of the implementation of this Chapter; (5) marketing assistance opportunities and funding incentives and sources to support restaurants in newly constructed All-Electric Buildings with their transition to All-Electric commercial kitchens and (6) potential marketing assistance opportunities and funding incentives and sources available to affordable housing projects who build or convert to an All Electric Building or who install highly energy efficient appliances for their residents. A motion was made by Dan Kalb, seconded by Nikki Bas, that this matter be Adopted as Amended.
