The motion carried by the following vote: Votes: ORAICouncilmember Abstained: 1 - Councilmember Reid ORAICouncilmember Noes: 1 - Councilmember Brooks ORAICouncilmember Ayes: 6 - Councilmember De La Fuente, Councilmember Kaplan, Councilmember Kernighan, Councilmember Nadel, Councilmember Quan and President of the Council Brunner A motion was made by Councilmember De La Fuente, seconded by Councilmember Quan to approve the staff recommendations and approve the introduction of the Ordinance with the friendly amendment proposed by Councilmember Kernighan to amend the second sentence of Section 2.34.060 Fees-to read as follows: Such fees shall not exceed the costs reasonably associated with the production of the Cards and the administration of the program. A substitute motion was then made by Councilmember Nadel, seconded by Councilmember Kernighan to approve the introduction and amend the Ordinance at Section 4 to read as follows: This Ordinance shall become effective upon the Council voting for the implementation plan.
