Agency/Councilmember Nadel made a motion, seconded by Agency/Councilmember Brunner to deny the appeal and sustain the Planning Commission's approval as amended to lower the ceiling by one foot in the top floor unit, to shorten the stair tower, and in lieu of developing the roof as outdoor space, contribute those monies to the improvements at Mosswood Park.
