Item 2d Thurston vs. City of Oakland: Motion made by Councilmember Brooks and seconded by Councilmember Reid to authorize settlement in the amount of $15,000.00. In this case, plaintiff claimed that the police used excessive force against him in attempting to clear a restaurant parking lot after they ordered a group of citizens to disburse because they believed they were involved in sideshow activity. The plaintiff was arrested and spent five hours in City jail.
