The motion carried by the following vote: Votes: Councilmember Aye: Vice Mayor Brooks, Member Brunner, Member Kernighan and Chair De La Fuente The Committee approved recommendations as amended to alternatively: 1) Direct the City Administrator to implement a five-minute grace period for parking at public pay and display meters as a six-month pilot program, 2) Ensure the grace period will only apply to cars who properly display a receipt issued from one of the City's pay-and-display meters, 3) Return to Council after a six-month trial period, to report back on the results of the pilot program, and 4) Establish a provision for single space meters such that if the driver arrives at his vehicle before the ticket is completed, no ticket will be issued.
