Caltrans' Public Art Staff have already\nindicated to the City that they will not approve any new murals on Caltrans\nproperty without a master agreement that holds the City responsible for the\nongoing maintenance and a similar agreement regarding other community driven\nprojects could be beneficial. This will encourage more neighborhood\ninvolvement and stewardship in areas where Caltrans maintenance staff cannot\nprovide the level of service the community desires and there is a willingness of\nlocal community groups to take on more responsibility; and\n4.
