Upon the reading of Item 9.4 by the City Clerk, the Public Hearing was opened at
7:11 p.m.

Council President Gibson McElhaney made a motion, seconded by
Councilmember Kaplan, to close the Public Hearing, and hearing no objections,
the motion passed by 8 Ayes: Brooks, Campbell Washington, Gallo, Guillén,
Kalb, Kaplan, Reid and President Gibson McElhaney.
A motion was made by Lynette Gibson McElhaney, seconded by Rebecca Kaplan,
that this matter be Approved On Introduction and Scheduled for Final Passage to
go before the Special Concurrent Meeting of the Oakland Redevelopment
Successor Agency/City Council, to be heard 11/29/2016. The motion carried by
the following vote:
