Recommendation: Adopt An Ordinance Prohibiting The Possession Of The Tools Of Violence
And Vandalism During A Demonstration

A motion was made by Councilmember Gallo, seconded by
Councilmember Schaaf, that this matter be Approved On Introduction and
Scheduled for Final Passage to the Meeting of the Oakland City Council, to
be heard at the September 17, 2013 meeting. The motion carried by the
following vote:
Votes: ORAICouncilmember Abstained: 1 - Councilmember Kalb
ORAICouncilmember Excused: 1 - Councilmember Brooks
ORAICouncilmember Absent: 1 - Vice Mayor Reid
ORAICouncilmember Ayes: 5 - Councilmember Gallo, Councilmember Gibson
McElhaney, President Pro Tempore Kaplan, Councilmember Schaaf and
Council President Kernighan
The Council approved recommendations as amended to include the following
revisions:
1) Definition of club will be changed to ""greater than one-half inch thick;' and
2) Staff will return within 24 months of enactment to provide Council with a
status report.
