body,date,text,page,path RulesAndLegislationCommittee,2012-05-31,"*Rules & Legislation Committee Meeting Minutes May 31, 2012 S-4.3 Subject: Army Base LDDA From: Office Of Neighborhood Investment Recommendation: Adopt The Following Pieces Of Legislation: 1) A Resolution Approving Amendments To The (Former) Oakland Army Base Final Reuse Plan Relating To A Revised Conceptual Land Use Strategy Emphasizing Warehousing/Logistics, And Authorizing City Staff To Make Any And All Necessary Conforming Changes Without Returning To The City Council; 2) A Resolution Authorizing The City Administrator To Negotiate And Execute A Memorandum Of Agreement With The East Bay Municipal Utility District And CCIG Oakland Global, LLC, A California Limited Liability Company And/Or Oakland Bulk Oversized Terminal, LLC, A California Limited Liability Company (Or Their Related Or Affiliated Entities) Relating To Mutual Cooperation In The Development Of The Former Oakland Army Base In A Form And Content Substantially In Conformance With The Attached Documents, Without Returning To The City Council; 3) A Resolution Authorizing The City Administrator To Negotiate And Execute An Amended And Restated Cost Sharing Agreement With The Port Of Oakland Pertaining To Infrastructure Improvements At The Former Oakland Army Base; To Reflect The Transfer Of The Property From The Oakland Redevelopment Agency To The City Of Oakland; To Acknowledge An Amendment To The Trade Corridor Improvement Fund (TCIF) Baseline Agreement; To Establish Respective Roles And Responsibilities Between The Port And City As To Grant Funding; To Identify The Funding Sources To Match The TCIF Grant; And To Commit An Additional $22.5 Million, Resulting In A Total Commitment Of $54.5 Million, In City Funds To Match The TCIF Grant, In A Form And Content Substantially In Conformance With The Attached Documents, Without Returning To The City Council; 4) An Ordinance: (1) Authorizing The City Administrator To Negotiate And Execute A Lease Disposition And Development/Billboard Franchise Agreement, Ground Leases, Property Management Agreement, And Related Documents (Collectively ""LDDA"") Between The City Of Oakland, And Prologis CCIG Oakland Global, LLC, A Delaware Limited Liability Company (Or Their Related Entities Or Affiliates), For The Development Of A Mixed-Use Industrial (Warehousing And Logistics), Commercial, Including Billboard, Maritime, And Open Space Project On Approximately 130 Acres In The Central, East And West Gateway Areas Of The Former Oakland Army Base (""Project""); (2) Amending In Part The City's Employment And Contracting Programs For The Army Base Project; And (3) Waiving The Advertising And Request For Proposal Process For A Design-Build Contract For The Construction Of Public Improvements As Described In The LDDA (""Public Improvements"") And Authorizing The City Administrator To Enter Into A Contract For The Design-Build Of The Public Improvements With CCIG Oakland Global, LLC, In An Amount To Be Determined Pursuant To The Terms Of The LDDA; All Of The Forgoing Documents To Be In A Form And Content Substantially In Conformance With The Attached Documents, Without Returning To The City Council; 5) A Resolution Authorizing The City Administrator To Negotiate And Execute A Cooperation Agreement Between The City Of Oakland And A Coalition Of Community Groups Relating To The Application Of Specified Job, Contracting And Environmental City of Oakland Page 3 Printed on 7/6/12",3,RulesAndLegislationCommittee/2012-05-31.pdf
