A motion was made by Member Kaplan, seconded by Member Schaaf, that
this matter be *Approve the Recommendation of Staff, and Forward to the
Concurrent Meeting of the Oakland Redevelopment Agency / City Council,
due back on January 18, 2011 as a Non-Consent item The motion carried
by the following vote:
Votes: Councilmember Aye: Member Schaaf, Member Kaplan, Chair Brooks and
Member Reid
The committee bifurcated the item and approved the resolution and directed
staff to provide an updated Performance Improvement Plan as supplemental
information to the January 18, 2011 Council agenda packet. In addition, the
committee held the Performance Improvement Plan for the 3 low performing
sites in committee to return at a future date. Staff was also directed to provide
in future reports annual comparative data to build longitudinal results and
include information on the issue of bullying.

Measure Y Recruiting and Police Department Staffing Levels As Of October 31, 2010

A motion was made by Member Reid, seconded by Member Nadel, that
this matter be *Received and Filed. The motion carried by the following
vote:
Votes: Councilmember Aye: Member Kaplan, Member Nadel, Chair Kernighan and
Member Reid
The committee directed staff to discuss with the Oakland Unified School
District the possibilities of conducting recruitment presentations at the high
schools. The committee also directed staff to restructure the format of the
report to include the following: 1) the number of officers employed each month;
2) Academy data; and 3) Attrition (resignations, retirements, etc.)
Staff was further directed to ensure future reports contain the most current
information.

The committee approved recommendations as amended to reduce the
percentage of meter installations to 25% in District 1, equal to the number
in
District 3. Staff was further directed to return to committee as soon as possible
with a proposal that distributes meter installations equitably citywide.
