The City Council Takes Any Action That Has A Fiscal Impact Or Cost, The Council Must (1)
Identify And Approve The Funding Source To Fully Fund The Cost Of The Proposed Council
Action, Such As The Approval Of Or Changes To A Policy, Program, Services, Or Positions
And (2) Make Any Adjustments To The Budget That Are Necessary To Maintain A Balanced
Budget

A motion was made by Member De La Fuente, seconded by Member
Nadel, that this matter be *Approve as Amended the Recommendation of
Staff, and Forward to the Concurrent Meeting of the Oakland
Redevelopment Agency / City Council, due back on April 20, 2010 as a
Non-Consent item The motion carried by the following vote:
Votes: Councilmember Aye: Member Kernighan, Member Nadel, Member De La
Fuente and Chair Quan
The committee amended the language of the ordinance to add sections to
require the City Administrator to submit an annual report to identify all
positions funded by a grant in the preceding fiscal year that addresses whether
the grant has expired and addressing whether the department proposes to fund
the position or provide the same service with the general fund in the coming
