MINIMUM STAFFING A. No tax authorized by this Ordinance may be collected in any year that the number of police officers employed by the City of Oakland is less than 740. If 740 police officers are employed, then the parcel tax shall be collected as provided for in this Ordinance, except as provided in Section B below. B. The Violence Prevention and Public Safety Act of 2004 (hereinafter referred to as ""Measure Y"") is in effect until December 31, 2014. While Measure Yor a renewal of Measure Y is in effect, no tax authorized by this Ordinance may be collected in any year that the number of police officers employed by the City of Oakland is less than 803. C. Once the collection of the parcel tax imposed by this Ordinance commences, the amount of the parcel tax can only be increased if the number of police officers are employed as specified in Part 2, Section 30) of the Ordinance and such increase will be delayed until such officers are so employed. D. Once each year of the term of the parcel tax imposed by this Ordinance, the City Council shall determine the number of police officers that have been employed by the City of Oakland and whether this parcel tax is to be imposed.
