65858, Establishing A Temporary Moratorium On The Establishment Or Expansion Of An
Activity Or Facility That Involves Primary Recycling And Intermediate Processing Facilities, To
Take Effect Immediately Upon Adoption

A motion was made by Councilmember Nadel, seconded by Member
Chang, that this matter be Adopted as Amended. The motion carried by
the following vote:
Votes: ORAICouncilmember Absent: 1 - Councilmember Kernighan
ORAICouncilmember Ayes: 7 - Councilmember Brooks, Councilmember
Brunner, Member Chang, Councilmember Nadel, Councilmember Quan,
Councilmember Reid and President of the Council De La Fuente
Upon the reading of Item 14. 10 by the City Clerk, the Public Hearing was
opened at 8:03 p.m.

Agency/Councilmember Nadel made a motion, seconded by
Agency/Councilmember Chang, to close the Public Hearing, and hearing no
objections, the motion passed by Ayes: Agency/Councilmember. Brooks,
Brunner, Chang, Kernighan, Nadel, Reid, Quan, and President of the Council
De La Fuente -8
Council amended the resolution at Section 3 to remove the word ""modified"" and
to place this word in Section 10 with clarifying language. Section 10 was
further amended to remove the word ""unlawful"" and replace with the language
""a conflict""
