Recommendation: Adopt A Resolution Establishing A Five-Minute Grace Period For Parking
At Public Pay-And-Display Parking Meters In The City Of Oakland

A motion was made by Member Brunner, seconded by Member
Kernighan, that this matter be *Approve as Amended the
Recommendation of Staff, and Forward to the Concurrent Meeting of the
Oakland Redevelopment Agency / City Council, due back on January 17,
2012. The motion carried by the following vote:
Votes: Councilmember Aye: Vice Mayor Brooks, Member Brunner, Member
Kernighan and Chair De La Fuente
The Committee approved recommendations as amended to alternatively: 1)
Direct the City Administrator to implement a five-minute grace period for
parking at public pay and display meters as a six-month pilot program, 2)
Ensure the grace period will only apply to cars who properly display a receipt
issued from one of the City's pay-and-display meters, 3) Return to Council after
a six-month trial period, to report back on the results of the pilot program, and
4) Establish a provision for single space meters such that if the driver arrives at
his vehicle before the ticket is completed, no ticket will be issued.

Identification And Debit Card Program

Recommendation of Staff, and Forward to the Concurrent Meeting of the
Oakland Redevelopment Agency / City Council. The motion carried by the

The Committee approved recommendations as amended to direct staffto:
1)Move forward with implementation of the Muni ID debit card program and to
negotiate with SF USA to work with their current banking partner to seek to
establish a local presence or create an affiliation/service contract with a local
financial institution within the first year of launching the Muni ID card
program and 2) Include requirements 2-17 on pages 2 and of the report.
The Committee further directed staff to prepare a supplemental report for the
December 20, 2011 City Council to include information on the costs associated
with staff time and the current financial status of UNB.
