managing staff; 2) Are the selected measures benchmarked against objective
sources, such as comparable cities; 3) Proposal of three priorities for the
Agency that reach across multiple departments i.e. (A) Retaining and adding
jobs; (B) Retaining and increasing business attraction; and (C) Revitalizing
neighborhoods; 4) Monitoring of the priorities on a regular basis; 5) How
many properties are subject to Blight complaints?; 6) How many Blighted
homes are inspected and how many are resolved?; 7) What are some creative
strategies for Foreclosure properties; 8) What type of evaluations are
performed on staff. for enforcing zoning requirements in commercial areas; 9)
How does staff capture Pedestrian Friendly Neighborhoods; 10) Evaluate the
process for ""Two Lines"" at the permit counter, one for appointments only, and
the other for walk-ins; 11) Review Attachment A for Workforce Development
and double check the accuracy of the 78% for Adult Employee rates and
provide how the percentage was derived; 12) Review Attachment A for
Economic Development and double check the accuracy of the percentages and
provide how the percentage was derived

June 23, 2009. The motion carried by the following vote:

The Committee directed staff to report on: 1) Comments from the NCPC
groups; 2) The decrease in DNA crimes; 3) Track the number of investigations
and charged cases by the District Attorney's office and how many of the cases
completed have gone down; 4) What our average response time to Part 1
crimes; 5) The Top 3 priorities of the NCPC groups and are they being
resolved; 6) The decrease in Rape Kits since the additional funding to the crime
lab; 7) The decrease in sideshow crimes; 8) The ""target"" numbers for Fiscal
Year 2006-2007, 2007-2008, and 2008-2009. Providing the targets vs. actuals
per year helps give a more complete picture of performance; 9) Under the
measure ""UCR homicide clearance rate"" the department noted: ""target lowered
to be in line with industry standards"" provide context for what the ""industry
standards"" are for each performance measure; 10) Clarification for removing
measure number 4, ""percentage of investigated cases presented to the DA."", 11)
Performance measures for the Communications department with the measure of
NCPC meeting attendance to provide 911 public education; 12) Why we are
lowering our goals moving forward from the previous years for the number of
instances targets and/or actuals (i.e. vice related arrests and narcotics related
arrests, the proposed target numbers for 2009-2010 and/or 2010-2011 the
goals ought to be to increased; 13) Why the targets are not 100% for police
training, if the trainings are P.O.S.T mandated; 14) A measure that tells us
what percentage of NCPC priorities are resolved; 15) A measure on the Special
Operations attendance at NCPC meetings; 16) The number of arrests per year,
number of. field contacts, and traffic stops with an increased target each year to
be included as a performance measure; and 17) A presentation from the
Dispatch department on goals and priorities.
