Intermediate Recycling Processing Facilities would be prohibited within 300
feet of a residential zone and require the granting of a conditional use permit
elsewhere in all four industrial zones and directed staff to bring forward in
addition to the final passage of the ordinance and emergency moratorium
regarding recycling facilities for a specific time period and to work on
developing a licensing program with performance standards.
